Mobile World Congress: Best of day one

The year's largest display of up-and-coming mobile phones, Mobile World Congress, has gotten off to a good start ? especially for Android. Check out a list of our favorites from day one of the conference.

Mobile World Congress, one of the largest gatherings of phone makers, is always full of good surprises. And this year?s show is no exception. Already during the first day of the conference in Barcelona, big-time manufacturers from Sony to Samsung have showcased new Android phones aplenty ? one of which actually has a built-in projector. Here are three of the most appealing phones from the show so far.

Samsung Galaxy Beam

Just as the name suggests, Samsung?s latest Android phone serves as a mini-projector, displaying ?anything on its screen in 640 by 360-pixel resolution. (We?re already imagining life-size Temple Run projected onto a wall.) The Galaxy Beam is a littler thinker than a normal phone, but remains less than half an inch thick. Samsung says the phone can project for about three hours straight on a single charge, and judging by CNET photos, projections are bright and clear. Initially, the idea of a projector brings back memories of elementary school science class ? but in reality, it?s one of the great untapped technologies of mobile phones. If it delivers, the Beam will be able to cut out the many cords and frustrations that come with linking up computers/phones to televisions and other screens. Good for business presentations, great for playing games and video.

HTC One X

This is the Incredible Hulk of Mobile World Congress so far. It?ll have a Tegra 3 quad-core 1.5 GHz processor, for extra zippy speeds. But don?t get too excited. The American version of the One X swaps out the quad-core for a SnapDragon S4, but throws in a 4G LTE antenna for a faster Internet connection. Both editions come with a ton of attractive features ? a 4.7-inch, 1280 by 720 HD screen and a camera capable of shooting a photo every 0.7 seconds. It also runs on the latest Android 4.0 Ice Cream Sandwich. Plus, it?s pretty sleek.

HTC also announced the HTC One V, a decidedly less enchanting phone than the X, but it?ll probably be more affordable. The One V has a 3.7-inch, 800 by 480 pixel screen and runs on Android 4.0. We?d equate it to the iPhone 4 ? not quite the 4S, but still good.

Sony Xperia U

Hey, it?s definitely not the next powerhouse phone. But it?s not pretending to be, either. Sony?s Xperia U is one of the latest smart phones that?s aiming for an audience unwilling to shell out a ton of cash. Its 3.5-inch screen makes it easy to hold, and its 5-megapixel camera is less than, say, an iPhone 4S 8-megapixel camera, but that comes with the territory. Still, it looks like the Xperia U has some cool music features, such as surround sound and wireless streaming to speakers. Now, that?s a perk.

As MWC continues, we?ve still got a few hopefuls to look out for ? Windows 8 phones, please! ? but progress is steady thus far. Some phones will join a long list of others in anonymity (who remembers the HTC ChaCha last year?), but we?re hoping at least a few will go the distance.

EU imposes new sanctions on Syrian regime

(AP) ? European Union foreign ministers said Monday they were increasingly appalled by the Syrian government's ruthless campaign of repression against civilians, and imposed new sanctions in hopes of pressuring the regime to change course.

The officials from the 27 EU countries, meeting in Brussels, froze the assets of seven Syrian government officials and the country's central bank. They also banned the purchase of gold, precious metals and diamonds from the country, and banned Syrian cargo flights from the European Union.

"The EU underlines that those responsible for the violence across Syria will be held accountable for their actions," the foreign ministers said in a statement, adding that, "The EU supports the Syrian opposition in its struggle for freedom, dignity and democracy."

The EU had previously imposed eleven rounds of sanctions on Syria, freezing the assets of more 100 people and 38 organizations, and trying to cut the country's supply of equipment for its oil and gas sectors.

But so far the EU sanctions have had little effect on the regime of Syrian President Bashar Assad.

Activists groups said Monday the death toll for the 11-month-old uprising had surpassed 8,000. The Britain-based Syrian Observatory for Human Rights told The Associated Press that more than 5,800 of the dead were civilians and the rest were either members of the military or army defectors.

"We really need to get the regime ? Assad ? to stop killing the population," said EU foreign policy chief Catherine Ashton. To do that, she said, the international community needed to stand together.

As he left the meeting, French Foreign Minister Alain Juppe said he thought the imposition of new sanctions would be effective as part of a broader effort to put pressure on the Assad regime.

"It will not be enough, of course, but it is a new step," he said. The names of the Syrian officials sanctioned Monday will be made public Tuesday in the EU's official journal.

Juppe said, too, that humanitarian access to those in need in Syria was "an absolute priority."

The foreign ministers also recognized the Syrian National Council, one of two main opposition groups, as one legitimate party to talk with, their statement said. But, acknowledging that there were other elements opposed to Assad's rule, they urged the opposition to agree on a shared set of principles.

British Foreign Secretary William Hague said he was impressed with the Council's commitment to democracy and the protection of minorities. But, he added, "We can't vouch for every single group that may make up opposition elements in Syria."

Also Monday, a number of Western nations, including Britain and Switzerland called for Syrian authorities to halt the crackdown.

The call by Britain, Switzerland and others came a day before the U.N. Human Rights Council was scheduled to hold an urgent meeting on Syria, and amid efforts by Russia to block the Geneva-based body from passing a resolution that would condemn the government for abuses carried out by its security forces.

Russia has previously voted with China to stop resolutions in the U.N. Security Council from backing Arab League plans aimed at ending the conflict and condemning Assad's crackdown.

Any decision taken by the Human Rights Council would carry little legal weight, but Western and Arab diplomats hope it would send a signal that the U.N.'s top human rights body wants the violent repression to end.

On Monday, Russian Prime Minister Vladimir Putin warned against military intervention in Syria and its foreign minister criticized an international conference in Tunisia last week focusing on the country, saying it had failed to help end the bloodshed.

Sergey Lavrov expressed regret that the "Friends of Syria" conference didn't "help create conditions that would encourage all Syrians to engage in political dialogue."

Russia criticized the conference's organizers for failing to invite representatives of the Syrian government and accused them of encouraging the Syrian opposition to reject talks.

"It's not realistic to demand that the government ends its action against militants and keep the militants free of any obligations whatsoever," Lavrov said.

Meanwhile, he hailed the Syrian regime's referendum on a new constitution Sunday as a "movement toward democracy" even as the U.S. and its allies dismissed it as a "farce."

Strip club spammed us with texts, lawsuit alleges

Love them or hate them, strip joints have a timeless allure ? but that didn?t stop one club from adopting a new strategy to lure men inside.

?It was harassment, it was constantly, every single day for awhile, sometimes more than once a day,? Bret Lusskin said.

He is talking about spam text messages he says he got from Tootsie?s Cabaret in Miami Gardens.

?There?s no way to stop it, you just start getting text messages every single day and what are you gonna do?? Lusskin asked. ?Something has to be done, and clearly they just unrepentantly took advantage of people that night, they never told anybody that it was a marketing ploy.?


Lusskin is the lead plaintiff in a class-action lawsuit filed against the club?s parent company, alleging that Tootsie?s ?surreptitiously obtained? dozens of cell phone numbers from patrons by holding a contest. The winner received a Rolex. Participants just had to fill out a form and include their cell number.

?We allege that they advertised the watch in order to lure people into providing their cell phone numbers,? said attorney Scott Owens, who filed the suit.

Within days, Lusskin said, he started receiving the text ads. Over more than a year, he got more than 280 in all.

?I didn?t win anything, all I did was get freaking hundreds of text messages,? he said. ?I would not have signed if it had told me that I was going to be getting bombarded by text message solicitations from them.?

The lawsuit alleges that what Tootsie?s did violates federal law, specifically the Telephone Consumer Protection Act, which stipulates a $500 fine for every violation.

?With the 280 messages times a hundred people times $500 per message, you?re talking in excess of $10 million for this class action lawsuit,? Owens said.

Tootsie?s refused to comment on the issue. The club?s lawyer told NBC 6 it is company policy never to comment on pending litigation.

His court filings make clear that he does not think the suit has any merit. In them, he writes repeatedly that the defendants deny the allegations.

NBC 6 had no luck trying to bring a camera anywhere near the club, even while standing on public property nearby.

?Uh, you can?t point it at the front door, guys,? said a man in a suit who walked up to NBC 6?s team. He stood in front of the camera to block the shot.

If you text, there is a good chance you have received text spam, such as the junk cars message that is currently going around.

Priscilla Perez says her 12-year-old son got a text from Tootsie?s.

?I got mad, actually, and I felt like he was being violated,? she said. ?How do you send him this message, 12 years old, come to Tootsie?s??

Owens says if you get a junk text, do not respond to it. Instead, save it for evidence, and call the Federal Communications Commission to report it.

Lusskin said his texts from Tootsie?s stopped only after he sued the club.

?As we?ve seen in this case, it can get out of control, so someone has to stand against that tide before it turns into email spam, where it just proliferates to the point that text messaging is just useless,? he said.

The latest in a series of infant/toddler workshops planned for family child care providers will focus on ?Culturally Appropriate Living Environments? and is scheduled from 6:30-8:30 p.m., on March 8 at Community Connection for Child Care (CCCC), 2000 24th Street in Bakersfield. Presented by CCCC the workshops represent a comprehensive effort by the California Infant/Toddler Learning and Development Foundations and California Department of Education to strengthen young children?s learning and development through high-quality early care and education. Registration is required and can be made by calling (661) 861-5330.

Workshop instructor will be Teresia Paca, Kern County Superintendent of Schools early childhood education teacher. She will lead providers through the exploration of culture and its influence on the development of a child?s identity. Those in attendance will also learn how to provide culturally appropriate care for families and discover how to identify one?s own culture and values.

Gerard Butler has successfully completed a stint in rehab, a rep for the actor confirmed to Access Hollywood.

?Gerard has completed a successful course of treatment and has returned home in good health,? Butler?s rep said in a statement to Access Hollywood on Friday.

Earlier on Friday, TMZ reported that the ?300? star began treatment three weeks ago at the Betty Ford Center after realizing that he was having trouble managing pain and injuries that first occurred while filming the 2006 Spartan action movie.

The actor?s injuries reportedly have been intensified by his latest project, the surfing movie ?Of Men and Mavericks.?

TMZ reported that the 42-year-old actor was allegedly using prescription medication and cocaine, but noted he was mainly seeking treatment for his pain management and physical injuries.

Butler recently opened up about his past struggles with alcohol in Red Bulletin?s March issue.

?One or two drinks was never enough for me. I was a foot-on-the-floor-all-the-way drinker, so it had to go. I don?t miss it. What Ron Paul gets right about economics

I won't bother to refute all of his points especially since I've already refuted most of them when put forth by others, but I will mention his denial of the claim that the Fed's low interest policy have discouraged savings and encouraged borrowing.

"Consider, for example, a world in which the Federal Reserve conducts monetary policy so that the price level rises steadily at 2 percent a year. Savers, knowing this, will demand a higher interest rate to compensate them for the lost value of their money. If the Fed generates more inflation than they expected, as it did in the 1970s, then savers will suffer and borrowers benefit. If it undershoots expectations, as it has over the last few years, the reverse will happen. The anti-saver redistribution Paul decries is thus not a consequence of monetary expansion per se, but a consequence of an unpredictedly large expansion. For the same reason, monetary expansion does not necessarily lead to less saving. There is no reason to believe that the real burden of home loans would be any larger in a world with 2 percent inflation than in one with 1 percent inflation."

This would be true if price inflation was entirely caused by factors unrelated to monetary policy actions. If that had been the case we would indeed expect periods of time with unexpectedly high price inflation due to for example crop failures to be compensated by periods of time with unexpectedly low price inflation due to unusually good crops.

But in reality, central banks create price inflation by lowering the real interest rate. They provide free money for the banks at levels below the natural level (time preferences of the population). This in turn enables the banks to lend more which in a fractional reserve banking system means a higher money supply which in turn creates price inflation. Lower real interest rates isn't just the result of higher price inflation, it is in fact the cause.

But what about his argument that savers will demand a higher interest rate? Well, rational savers will indeed do so, but even assuming that all savers are rational (and that's an implausible assumption), it won't matter, because the banks won't need the savers as the central bank can create all the money needed for the banks to lend. All savers can do is either save in foreign currency accounts (which will lower the dollar's value), buy stocks or fixed assets (like real estate or gold) or not save and consume.

Either way, savers behavior can't change the outcome when it comes to real interest rates, at least as long as the central bank is indifferent (or positive) to the inflaionary impact of their money printing. And it should be obvious that the Fed hasn't been significantly deterred from inflating by the effects on price inflation recently.

This point also affect another of Ponnuru's assertions, that Fed monetary policy hasn't enabled government expansion. Lower real interest rates will encourage not just private individuals, families and companies to borrow more, but also government borrowing. And with federal debt at more than $15.4 trillion, or about 100% of GDP (comparable to Portugal) government borrowing enabled by low interest rates have clearly played a role in expanding the size of government.

CALL and the Index to Canadian Legal Literature ? Slaw

The 2012 Conference in Toronto will mark the 50th annual meeting of the Canadian Association of Law Libraries and provide an occasion to highlight many of the accomplishments of the association and its members over the decades since its creation. One of many accomplishment worthy of note is the Index to Canadian Legal Literature for which CALL provided both the inspiration and the support required to create a Canadian publication that met international indexing standards.

The Proposal for a New Index

In December 1983, The Canadian Law Information Council and The Canadian Association of Law Libraries developed a proposal to create a vehicle for "fast, accurate and comprehensive access to Canadian law or law related periodical and monographic literature." At the time, there was a high level of dissatisfaction with the existing indexes and CLIC and CALL together sought to remedy their "deficiencies". The Proposal included a series of Access Standards that were considered to be of "prime importance" in indexing secondary legal literature ? Subject Arrangement, Access Fields, Coverage, Language, Format of Citation, Format of Publication, and Freqeuncy of Publication.

The Proposal was circulated to the commercial publishers in the spring of 1984. Meetings between the publishers and representatives of CALL (Balfour Halevy) and CLIC (Lorna Rees Potter) were held at which possible ways of collaborating were explored. Coincidentally, The Carswell Company Limited recognized that the Canadian Abridgment Index to Canadian Legal Literature was not up to the standard expected by the legal research community and was exploring ways to restructure the publication to meet the same need that the Proposal was intended to achieve. For Carswell, the CLIC/CALL Proposal was a godsend in that it offered a blueprint as to how Carswell should proceed.

The Response to the Proposal

Initially, both CLIC and CALL favoured the creation of a New Index using government funding to get it up and running. In the Proposal, content generation would be the responsibility of CLIC and CALL, while the role of the publisher would be limited to producing a hard and digital copy of the data.

This concept was not well received by the commercial publishers who questioned the viability of the Index when government funding ran out. As an alternative, Carswell proposed to work with CLIC and CALL to revamp Carswell's existing publications to achieve the same result, on a commercial basis.

There was no response to the Carswell offer. Unknown to Carswell, CLIC and CALL remained firm in the belief that their approach was best and proceeded to apply for government funding. At the same time, Carswell moved forward with its own plan to implement the Proposal using Canadian Currrent Law and the Canadian Abridgment.

Carswell Moves Forward

For Carswell, the first step was to hire credible and competent indexers. Two professional librarians were chosen ? Louis Mirando and Enid Lesser. They were exceptional choices. To Louis fell the task of compiling the master list subject headings and cross references that were to be used in the publication while Enid focussed on indexing. Their backgrounds and obvious competence gave the project instant credibility.

The key features of the Index they produced closely followed the blueprint contained in the CLIC/CALL Proposal:

Subject Arrangements ? The Index used as its subject authority the Library of Congress Subject Headings/Repertoire de vedettes matiere (Universite Laval), as modified for use in Canadian law libraries by the Canadian Subject Headings (National Library of Canada)/Repertoire de vedettes-matiere canadiennes (Bliblitheque national du Canada).

Access Fields ? Access to the entries contained in the Index were accessible by a word or phrase that describes a particular subject or the last name of a person, the name of the author, a book review, a case name, and a statute name.

Coverage ? The coverage of the Index included all published Canadian books, articles, and sound recordings on law or law related subjects, government documents, case comments and annotations that are capable of being systematically gathered and indexed.

Language ? The Index was a bilingual publication. French language entries appeared under French language headings and English language headings in alphabetical order, while cross references linked the terms used in one language to the terms used in the other language.

Format of Citation ? Wherever possible, the official or generally accepted citation was used. Information provided in the body of the citation, used in conjunction with the Table of Periodical Abbreviations, was complete enough to permit the retrieval of all of the items contained in the Index.

Format of Publication ? The Index was published in two formats ? as part of the Canadian Abridgment Research System and as a separate Library Edition ? with frequent updates through Canadian Current Law. Plans were developed to make the database available on a nationally available carrier and by means of microfilm. The value of proceeding this way was clear in that it immediately made the publication widely available and put the Index on a strong commercial footing from the date of publication.

Frequency of Publication ? In both formats, the Index appeared quarterly. Commencing with the 1985, the Index was cumulated annually. In addition, all items were indexed twice a month in Canadian Current Law, where each book, article, government document, case comment and annotation was listed under its Library of Congress heading.

Two Indexes or Just One

On May 21, 1986, the Index to Canadian Legal Literature was officially relaunched by Carswell. At the same time, CLIC and CALL were preparing to announce at the annual meeting of CLIC that government funding had been obtained for the creation of a New Index.

What would happen next? Carswell had a product in the market that would be duplicated if CLIC and CALL decided to proceed with a New Index? It was clear that there was no longer a need for the New Index. The only real difference between the revamped Index to Canadian Legal Literature and the New Index proposed by CLIC/CALL was the use of existing commercial publications as the vehicle for achieving the desired result.

It was a tense moment in Carswell's relationship with CLIC and CALL. Much effort had been put in developing the Proposal and in obtaining funding for a New Index. To resolve the matter, Carswell made the first move by inviting CLIC and CALL to appoint an advisory users group to assist in making policy decisions with regard to the Index. In its invitation, Carswell suggested that CLIC and CALL recognize that their objective had been achieved ? "fast, accurate and comprehensive access to Canadian law or law related periodical and monographic literature" ? and that CLIC and CALL could help make the Index even better.

Lois Dyer, the Executive Director of CLIC, responded by offering to broker an agreement between Carswell and CALL that would provide for the creation of a CALL appointed Editorial Advisory Board and ensure access to the Index through Quicklaw. In addition, CALL agreed to build a network of research librarians that would provide access to local materials that might otherwise be overlooked in compiling the Index.

CALL at 50

The role CALL played in the creation of the Index to Canadian Legal Literature was a turning point in the history of legal publishing in Canada. CALL had become a key player in determining how legal information would be delivered in Canada. CALL not only provided the inspiration and the blueprint for a commercial legal publisher to create a publication that met user needs and international standards, CALL also created an Editorial Advisory Board that served as the prototype that was subsequently used for all of the components of the Canadian Abridgment.

COVERAGE
Coverage must include all Canadian law or law related periodicals, monographs and government documents. This coverage would include periodicals being indexed in the Index to Canadian Legal Periodicals:
a) articles in newsletters and bulletins circulated by regulatory agencies, government departments, associations and institutes,
b) selected Commonwealth publications, with particular emphasis on Canadian articles,
c) essays on Canadian law,
d) dissertations and theses,
e) book reviews of Canadian materials,
f) articles and case commentary in journals, loose-leaf services and subject law reports,
g) law reform commission publications,
h) law related articles in Canadian political science, history, sociology, economics, communications, etc. journals,
i) law related articles in non-law publications such as Saturday Night, Macleans, Canadian Weekend, Chatelaine, etc.
j) public legal education publications and continuing legal education publications,
k) public legal education and information publications such as: CLIC's Legal Materials Newsletter, SLEP Newsletter, Resource News, Legal Review, LTQ.

ACCESS FIELDS
Access should be through:
- subject
- author
- case name
- statute name

FORMAT
- Continuous cumulations available through a database on a nationally available carrier.
- Monthly paper copy with quarterly cumulation.

LANGUAGE
While it would be preferable to have all of the information available in both official languages, financial considerations preclude this possibility. At the very least, all subject headings should be bilingual with a list of cross references in both languages available in each issue. Citation would be in the language of the publication.

FORMAT OF CITATION/SUBJECT ARRANGEMENT
Use of Library of Congress Subject Headings as modified for use in Canadian law libraries. Information in the body of the citation should be complete enough to be able to retrieve the item. Standard monograph or periodical indexing bibliographic citation will suffice.

FREQUENCY OF PUBLICATION
The publication or database should be reasonably frequently updated and cumulated. If in machine readable form, use of continuous cumulation should be available through a computer database on a national carrier.
Monthly paper copy with quarterly ad annual cumulations should be available.
A microfilm copy should also be available.
In order to meet the demand for speedy retrieval, information should be available through the computer databse no more than one month from te publication date of the material being indexed. This would be regarded as the absolute outer limit of acceptable service.
Given the currency of the computerized database, publication of the monthly paper copy should not face inordinate delay in transmitting the index to subscribers. The vagaries of the Canadian postal system and printing notwithstanding, 1 1/2 months would be regarded as the outer acceptable limit of publication.
Microfilm could either be available with he annual cumulation or, if enough subscribers could be found to make it financially possible, with each monthly paper copy.

Back to the iPad: What Apple should take from OS X Mountain Lion and give to iOS 6

Apple is clearly bringing the best parts of the iPad to the Mac, but how about bring iOS some of the best parts of OS X as well?

Yesterday Apple released the OS X 10.8 Mountain Lion developers preview, and like OS X 10.7 Lion before it, front and center was a drive to take what worked best in iOS in general, and the iPad in specific back to the Mac. But how about a little quid pro quo? There are several aspects of OS X, including some of what's being implemented in Mountain Lion, that I'd love to see in iOS 6.

Critics see gov't meddling in school lunch swap

(AP) ? It was a tale of government meddling that outraged radio talk show hosts and a pair of Congress members: A 4-year-old was forced to dump her packed lunch and eat a state-dictated cafeteria lunch of chicken nuggets. Now school officials are blaming a teacher's error in making sure the child had a nutritious meal.

The incident happened two weeks ago at an elementary school in Raeford, near Fort Bragg. The girl's parents anonymously tipped off a Raleigh TV station and a conservative blogger after the girl brought home her packed lunch uneaten.

Conservatives who see it as yet another example of government overreach leaped on the story, and it reached a pair of North Carolina's U.S. representatives, Republican Renee Ellmers and Democrat Larry Kissel. They wrote a letter asking U.S. Agriculture Secretary Tom Vilsack to investigate.

"The content of a school lunch provided to a child by their parents should be governed only by the child's parents, not another government bureaucrat," they wrote in the letter.

"This is also kind of adding on to a lot of things that we're seeing coming out of the Obama Administration" that conservatives oppose, like requiring insurance coverage of contraceptives, Ellmers' press secretary Tom Doheny said. "We're joining this bipartisan call to get any and all information. It's one of those things that if it looks like a rat, and smells like a rat, odds are it could be."

A Kissell spokesman did not respond to requests for comment.

The cafeteria details are true, but rather than an example of government "lunch bag police" overruling a family, it's an embarrassing lapse by a teacher, Hoke County Schools Assistant Superintendent Bob Barnes said Thursday.

The girl's teacher should have handed the child a carton of milk to round out the turkey-and-cheese sandwich and banana she brought from home. Instead, the teacher erred by telling the tyke to get a cafeteria lunch, Barnes said.

"We do not go over and stare down every child's lunch," Barnes said. "If you looked at the lunch the child had, I'd love to have that lunch today. However, there are occasions that kids bring lunches that aren't that complete, and that's why we try to supplement them with the things that they need to make it a complete lunch."

The North Carolina Pre-Kindergarten is a state-run enrichment program to help 4-year-olds at risk of starting school lagging behind their peers. Ninety percent of the children qualify for free or reduced lunch.

The program has 1,100 sites serving 25,000 children and is required to supply a healthful lunch. The U.S. Agriculture Department defines that as a serving of milk, two servings of fruits or vegetables, one serving of grain, and one serving of meat or protein.

The federal agency had no involvement in the case involving a local school district and state supervision of nutrition policies, USDA spokeswoman Courtney Rowe said.

USDA does not "regulate sack lunches or any other food children bring from home to eat at school. That is a responsibility for parents, not the federal government," Rowe said.

Barnes said the school is apologizing to the child's parents for startling the girl and sending her through a cafeteria line she was unaccustomed to.

"I am so sorry this happened to this little girl," Barnes said. "On that day, the policy wasn't followed, and hey, we're the grown folks here. That's our fault. The teacher never should have sent that little girl into that line. She should have gone over and picked up the missing item and brought it to her."

The girl's name was withheld for her privacy, Barnes said. A state legislator contacted by the family did not return a call from The Associated Press seeking comment.

The mistake isn't a sign teachers are delving into diet details where they don't belong, Barnes said.

"We're not trying to force government down anybody's throat. All we're trying to do is make sure that our children get a good education and a nutritious meal every day," Barnes said. "It comes back to: We had an employee who made a mistake."

Madeleine M. Kunin: Early Childhood Education Is Where It Starts

In President Obama's State of the Union address he made a good case for young people to stay in school. He said,

We also know that when students don't walk away from their education, more of them walk the stage to get their diploma. When students are not allowed to drop out, they do better. So tonight I am proposing that every state -- every state -- requires that all students stay in high school until they graduate or turn 18.
He received a round of applause. Everybody approved because it makes common sense. Average annual income for a high school dropout is $17,299 compared to $26,933 for a high school graduate. Worse yet, many high school dropouts can't find any job because they lack the skills.

If it's such a good idea to stay in school until the age of 18 or graduation, why have only 21 states passed this law? Because by the time a student reaches 16, it is often too late.

If we are to be serious about reducing the dropout rate in this country, we have to begin much earlier. Many low-income children fall behind their classmates as early as kindergarten. If we want to increase the number of high school graduates we have to focus on the years one through five. That's when critical brain development takes place that often determines whether the young child will grow into a successful, productive adult.

It's not just about test scores. In addition to doing well in math and reading, long-term studies demonstrate that children learn non-cognitive skills early -- like the ability to complete a task, focus, and work cooperatively. Long-term studies of 40-year-old adults who attended excellent pre-schools indicate that they are more likely to complete high school, and have lower unemployment, and lower incarceration rates than a control group who did not attend these pre-schools.

Early investment in children is our best investment, according to Nobel Prize-winning economist James Heckman, who believes that money spent on quality childcare and early education has the highest rate of return.

Vermont has an opportunity to lead the way. We can be pleased that we have the highest graduation rate, but we cannot be complacent. Every Vermonter should have a high school diploma, but to succeed every Vermont child should have access to quality childcare and early education.

How Much Space Does A Family Need | Toddler Times

house 300x300 How Much House Does A Toddler Need?With our house for sale and a rambunctious two-year-old boy, we are starting to think hard about what kind of house we will purchase next.? Right now, we live in a modest 1600 square foot home that is very attractive with three bedrooms and a bonus loft and one car garage.? It has been a perfect ?starter? home for us and I think if it were located closer to work, we would easily be able to stay here for a few more years and one more baby.

We?d rather move into a ?forever? house rather than battle the market and packing again, but when we pile together a list of wants and wishes, it seems to add up to a HUGE house.? We would like three bedrooms minimum, although four would be best so we can have two kids and a guest room since my husband?s family lives out of town.? A few ?must haves? that we are missing in our current house include a linen closet and an attic and a playroom.? I would love a mud room and a bigger kitchen.? I?m finding that if I?m going to keep working from home even close to full time, I would really love an office with a desk and light so that I?m not locking myself in the master bedroom with my laptop while my toddler beats on the door.

Then I wonder?do we really need that much space?

Do I really want to clean that much space?

The train table and toy boxes and play tents that belong to the toddler already take up so much space in our home.? We have an entire bookcase dedicated to children?s books.? Then I think of the baby gear, like swings and pack n? plays that come along with an infant and I think ?where will we put everything?!??? Then I remember that the gear isn?t always necessary, that it?s just a small season in life.

Because really, we?re doing just fine in our 1600 square feet.? It would probably be a little cramped with another kid, but that would force us outside more often.? If we need space for a guest, we could invest in a pull-out couch rather than an entire room that might be used a few times per year.? As far as a home office, I could just learn to work better at the kitchen table.

Ecstatic Taiwanese claim Knicks' Lin as their own (AP)

TAIPEI, Taiwan ? With only a handful of foreign embassies, and a political leadership forced into international invisibility, it's not surprising that the 23 million people of Taiwan feel their island home doesn't always get the respect it deserves.

Perhaps that's why they're now embracing emerging New York Knicks star Jeremy Lin as one of their own, reveling in his basketball exploits with a passion rare for a place better known for its flat screen TVs and computer chips.

Lin was born and raised in the United States, and his maternal grandmother comes from China, but his parents spent their formative years in Taiwan, and that's enough for people here to see him as a true-blue son of the island.

The Harvard graduate's remarkably rapid rise from NBA obscurity to stardom appeals to the Taiwanese as embodying the virtues they say propelled their island from agricultural backwater to high-tech powerhouse: hard work, devotion to family and modesty.

"Jeremy Lin may not consider himself a Taiwanese, and his success has had nothing to do with Taiwan, but Taiwanese regard him as one of their own," said political scientist Liu Bi-rong of Taipei's Soochow University. "Now he has taken the world by storm, and they are proud and enthralled by what he has done."

Across the 100-mile Taiwan Strait, China too is claiming Lin as a native son, pointing to his grandmother's roots in the eastern coastal province of Zhejiang as proof of his Chinese-ness.

He is being touted as the next big Chinese sports star after Houston Rockets center Yao Ming, whose retirement last year has tested the NBA's deep-seated popularity on the mainland.

China's pride of ownership is all too familiar to most Taiwanese, who are constantly bombarded by Beijing's assertions that they live in a political never-never land, lacking all the elementary accouterments of statehood.

The two sides split amid civil war in 1949, and China claims the democratic island as its own, to be brought back into the fold by persuasion if possible, by force if necessary.

Watching Lin's latest performance against the Sacramento Kings at a Taipei sports bar Thursday morning, 22-year-old saleswoman Tsai Shu-fan dismissed China's Lin identification with a barely disguised sneer.

"He is a native of Changhua, where his parents came from," she said. "He is not a Chinese."

Adjusting to China's domineering posture has become something of a cottage industry on Taiwan, particularly since it lost its seat in the United Nations to Beijing in 1971, and virtually all of its diplomatic allies ? including the United States ? abandoned it for China 30 or 40 years ago.

Its political leaders now have nowhere to travel on official international visits, except to countries like Paraguay and Burkina Faso, two of the 23 nations around the world that still recognize it.

That kind of isolation has helped engender outsized reactions when local people make it big on the world stage. Director Ang Lee became a favorite son for the wall-to-wall acclaim he received when "Crouching Tiger, Hidden Dragon" and "Brokeback Mountain" hit the silver screen. Former New York Yankees and current Washington Nationals pitcher Chien-ming Wang was commonly referred to on local television broadcasts as "Taiwan's Glory," and Yani Tseng, the No. 1 golfer on the LPGA Tour for the past year, has given her sport a huge boost on the island.

But only a month into helping transform the New York Knicks from underachieving losers into the NBA's hottest team, Lin looks set to leave the other Taiwanese icons trailing in the dust.

His Knicks games are broadcast not only on sports stations, but also on news channels, which devote talk shows to his exploits once the games are over.

Newspapers have totally forgotten about last month's presidential elections, apparently mindful that filling their pages with Linsanity is a far better bet for attracting readers.

And a English tutoring school is airing TV ads to teach viewers newly coined words like "Lincredible" and "Linternational," noting Lin's cascading global impact.

None of that surprises Tsai, the young saleswoman, who came to the sports bar Thursday wearing a dark blue hat emblazoned with the Chinese character for her new hero's name.

"Lin is the young Michael Jordan, and he has Taiwanese blood," she said. "I am so proud of him."
